Architectural structure with a central Triumphal Arch and flanking walls and piers. The monument is decorated with a central relief showing 'The Marquiss of Granby relieving a distressed soldier and his family' and four relief medaillons, made by Elizabeth Coade in 1791:

The fountain was erected in memory of Charles Manners, Fourth Duke of Rutland, Lord Lieutenant 1784-87, who died of Dublin fever in 1787 at the age of 33. The Fountain has been attributed to Francis Sandys and constructed by Arthur Darley, one of the stonemasons from the Custom House. In its original form it functioned as a supply of water to the poor.
Originally, water poured from two bronze lion heads on either side and from a small central conduit water flowed into a large stone conch shell at the base of the fountain. Many of the figures in the roundels that adorn the fountain have been vandalised and damaged since its building over 200 years ago and the water element has been cut off.
